Hello man you can try to remove your cookies before trying to <a href="http://www.hotmail-email.us/sign-into-hotmail/">sign in to hotmail</a>. This will work for you i guess. you can download free cookies removal tool search it in google.

closed and one makes all the changes accessing Internet Options via Control

I have my issue resolved at this time.
I did optimization for IE7 as PA Bear put link to it.
At first it did not do anything different, but later on I restarted my PC
and it is fixed!
